Our Mission

The National multi-sectoral response, coordinated by the National AIDS Council is committed to controlling the HIV & AIDS by integrating HIV and AIDS into the work of every partner and our development agenda.  We will scale up prioritized activities which are rapid and responsive to the needs of the local communities to be served.

Prevent, halt and begin to reverse the spread and impact of HIV and AIDS by 2010.

Our Guiding Principles

Success in achieving the goal outlined above depends on high levels of commitment from all stakeholders including individuals, families, communities and institutions. As such the national response is guided by the following principals:

  • Adoption of human rights approach: All HIV and AIDS programs and interventions are people centered and culturally sensitive, support and empower communities, families and individuals.
  • Greater and meaningful involvement of the Persons Living with HIV and AIDS (PLHA) at all levels of the response
  • Gender equity and HIV issues are co-related
  • HIV and AIDS interventions should be pro-poor, sustainable and mainstreamed in the development instruments such as the Poverty Reduction Strategy (PRSP), National Development Plan (NDP), Mid-term Expenditure Framework (MTEP).
  • The individual and collective action against the pandemic is based on “Three Ones” approach:
    • One national strategic plan
    • One national coordinating body
    • One Monitoring and Evaluation Plan.
  • Hence the National HIV/AIDS/STI/TB Policy provides a requisite frame work for informing and guiding various stake holders in the quest to contribute to the fight against HIV, AIDS, STI, TB and other opportunistic infections.
  • Implementation should be in line with the National Decentralisation Policy to ensure maximum participation by communities whilst strengthening leadership by the District Development Coordination Communities.
  • Ethically sound, current scientific and evidence based reaserch which brings out best practices through the public health approach.
